Shutdown(OFF) Instance

It may take some time.

If possible, please safely shut down after connecting to the server.
This API is equivalent to pressing the physical power switch, which may sometimes corrupt the file system and cause abnormal booting.
Service fee will still be charged while the server is powered off.
